Myners' Salary Cap Report Published For Premiership

The Premiership has published the report of the review of the salary cap regulations. The report was overseen by Lord Myners CBE, a former government minister.

The much publicised 2019 charges against Saracens for breaching the cap was what gave rise to the review being commissioned.

The review involved extensive public consultation, allowing players and fans alike to voice opinions and concerns while in-depth interviews were conducted with approximately 200 stakeholders in the hope that no stone was left unturned.

 Having taken all relevant factors into consideration, Lord Myners has compiled a set of recommendations aimed at improving the operation of the salary cap.


The list is as follows:

  • Greater flexibility for a Disciplinary Panel in relation to the range, and severity, of sanctions to ensure “the punishment fits the crime”, including the availability of sanctions such as suspensions and the removal of titles
  • The promotion of greater transparency, which will broaden and deepen visibility and scrutiny
  • Greater accountability for the board and the executives of the constituent clubs of Premiership Rugby
  • Greater accountability for the players and their agents
  • Increased reporting obligations on clubs
  • Stronger investigatory powers vested in the salary cap manager function and increased resource to perform this function
  • Making the regulations easier for clubs to understand, and for Premiership Rugby to administer

The onus now falls to Premiership Rugby to consider Lord Myners’ report and finalise its regulations accordingly.

In the next stage of this process, we will consult carefully with our clubs and other stakeholders as we finalise the new Salary Cap regulations for the long-term benefit of our sport.”
