Halfpenny is so overrated, he gets top points scorer cause he kicks everything. Since he joined Toulon, they have ben less exciting to watch. Delon is a better FB at Toulon, and L Williams is better in Wales. He about 7th or 8th, in Britain: behind Hogg, Brown, Kearney, Goode, Abendenon, and possibly even Pennell.

All in all, he is an epic kicker, but a 5hit FB. He'd probs be better on the Wing.
