Cameron was chosen to lead the Scotland U18s at the inaugural International Series in in April 2016, when regular skipper Matt Fagerson, brother of Scotland prop Zander, picked up an injury in a warm-up game.
In January 2017, he was named in the Scotland U20s squad for the Six Nations U20 tournament.
