Burns, who made his first-team bow in February 2012, was nurtured through the Gloucester Rugby Academy.
Since his debut in the 2011/12 season, the young playmaker has made over 50 appearances in the Cherry and White jersey, starting the first five Premiership games of the 2017 season.
The Junior World Champion from 2013 has displayed has undoubted skill and potential, and this has led to Director of Rugby David Humphreys moving swiftly to ensure that Burns stays at Kingsholm, extending his contract beyond 2017.
Billy continued to make good progress his 2015-16 before his season was ended prematurely with a knee injury, but he bounced back in 2016-17 as he made 26 starts and scored 147 points.
By the end of the 2017/18 season Burns had made over 100 senior appearances, scoring over 300 points for the Cherry and Whites, having made 29 appearances and 24 starts during the 2017/18 season.
The Irish-Qualified flyhalf signed a two-year deal with Ulster in July 2018.
As of the 2018/2019 Champions Cup, Burns has had 26 European cups appearances scoring 3 tries and 98 points.
January 2020 saw Burns get a call-up in Ireland's 35-man squad as one of 5 uncapped players for the 2020 Six Nations.
